San Francisco proposal would ban government facial recognition use in the city

From the text of the law..

(d) The propensity for facial recognition technology to endanger civil rights and civil liberties substantially outweighs its purported benefits, and the technology will exacerbate racial injustice and threaten our ability to live free of continuous government monitoring.

I think I want this kind of law, but I don't like this law, because the general findings section doesn't even attempt to describe the benefits, much less actually weigh them against the negatives. I want this to be an argument that proves the case for the ban.

Basically I'm saying the findings section of the law is totally half assed, good laws put forth strong arguments backed with evidence in that section.
