[Serious] Can COX Internet charge one apartment multiple times for internet?

I recently moved into an apartment near campus with another roommate. The roommate lives in the bedroom next to me, and pays $80/mo for high speed internet from COX. They allow his rooms internet to work, but will not allow the entire apartment's internet to work (obviously we can use wi-fi from his router, but I would like to be able to plug an ethernet cord into my wall to game.) Is this legal? While we do have separate leases in the apartment how can COX charge someone $80/mo for internet and not allow them to use it throughout their entire apartment? Essentially they're charging him $80/mo per room he wants to be able to use internet in. I would be more than willing to split the bill with him, but are they seriously going to try and make us pay $160 for internet/mo for one apartment? What about if we get two other roommates for the empty rooms we currently have.. then will it be $320/mo? I've spoken on the phone with COX and they said I would need to purchase my own internet if I wanted to use it even though one person in the apartment already pays for internet. This seems ridiculous.

This might be a shot in the dark, but thanks for everyone who took the time to read, I'm just confused by the logic behind COX.
