Spokane City Council passes ordinance for developing downtown parking lots into housing

Start chucking up 5 over 1s as densely as possible. Those that are near the Central City line should get reduced parking minimums (parking minimums should be reduced full stop, but this is a more conservative approach). Work with developers and private companies to incentivize a grocery store in one of the new builds.

This alone would be huge for downtown Spokane. More people living there is a net benefit for everyone. Those people can help support more businesses that couldn't solely rely on weekend traffic. Those people are out and about day and night, keeping eyes on the street. Those people who choose those more expensive apartments downtown relieve some of the pressure on other apartments that can be more affordable.

It is wild to me that the 2nd largest city in the state is still so underdeveloped. Every other city in Washington is seeing a downtown revival and Spokane is being left in the dust
