From your comment it appears you are assuming that a bribe requires an illegal act. While a bribe can mean that a a gift of money or other inducement is given to persuade (someone) to act in one's favor illegally it can also mean to act dishonestly even if not illegally. So no she won't be charged with bribery. However, because she is personally benefiting from taking an action that 75% of Americans oppose including over 70% of Republicans (the polls very a little but they consistent show bi-partisan disapproval). I think it's fairly obvious she isn't motivated by her constituency. So, yes, I think her actions meet the very definition of bribary.
