Why Strip Search?

Being on the same ward requires uniform treatment - if you allow X to bring in items from the outside/not be searched, where as Y is dangerous, then Y could obtain items from X. Being on the same ward means that items can be comingled - it's not like prison where each individual rooms are locked. The key here is that introduction of items into the ward must be highly regulated because due to the open design, they can be distributed from person to person easily. Therefore, you cannot allow a certain group of patients more freedom to bring things in than others. These different cases ideally would not be admitted to the same ward or even admitted at all - actually, none of these folk would likely be admitted except for perhaps the last patient, depending on his actual risk.
