I don't think anyone else is going to spend the time to track down all the calls or go through the written correspondence to create a log of these complaints. Your complaint will be taken more seriously if you can create a log with dates and times that show that trains parking there is a pattern of practice and not an aberration. (Broken down trains are less likely the cause if this is really occurring frequently.)

Once you have a log (and possibly time elapsed photos) I suggest a letter writing campaign. Write a letter to the rail road company, the mayor, the city police and fire department. Not a long letter, just one that gets right to the point and asks that they investigate further and take appropriate action.

You may want to consult with an attorney as well before drafting the letter. Once the train company has notice that it's trains are habitually and illegally blocking the road and could endanger lives, if someone needs an ambulance and is unable to obtain the necessary emergency medical care in a timely manner the train company could be liable for damages. (Think a stroke victim that needs an RX within a certain period of time to lessen the long term effects or someone od-ing on Tylenol that needs the medication within a certain time to prevent liver failure.) They will probably be able to strengthen your letter or advise you how to proceed.
