There's nothing wrong with saying "I'm not racist, but"

Ah the classic but it's statistics. But you ignore the story behind the numbers. Anyone can throw numbers, but what's the story behind the numbers.

13% , 50% but you are not looking at communities, policing, policies, culture etc etc

Say for example;

https://www.kshb.com/news/state/missouri/ag-report-black-missouri-drivers-91-more-likely-to-be-stopped-by-police

In Missouri black people according the states AG office are 91% on average more likely to be stopped by cops in the state, and in some places in the states it's 275%.

So throw in bias, ineptness, frustration etc etc and you got a potent mix of someone likely ending up in jail for stupid shit by citizen or by cop... And stats keep climbing.... Why are cops stopping black people more than whites. That's the story behind the numbers that no one is talking about. All the want is quote FBI stats but not how those stats came about.
