Here are the other haplogroups for Palestinian DNA. E1b1b which is North African and T-M184 which is found in pockets all over West Asia. Jewish DNA is very hard to identify because Ashkenazi arrived in Europe from Asia and kind of fused with Euro DNA and through evolution.

So to answer your question no we can't positively say. I'm sure some Palestians are ancient Jews that converted or whatever.
