Obviously you didn't pay attention to what you read, the second part was an example that even "IF" something harmless(not talking about the quote in the meme) was used instead and the majority of people disagreed with a harmless quote, those that spread the message knowing that it puts the person in a negative view to cause said person to fail which would result in anothers gain, would be an anti/negative message. It's all about why a message is spread that can make it anti/negative, not just the fact that it actually is a negative message.

Nothing about my comment said the quote in the meme was harmless. It only stated that it is in fact an anti-trump meme.
