I don't think its just restricted to Filipinos, but can be found in all Austronesian cultures (From Madagascar to Easter Island). In fact Philippines is a lot better than places in Austronesia where they don't grow rice, like parts of Eastern Indonesia.and Fuji.

An agricultural economist explained it to me this way about agriculture in Eastern Indonesia, which can apply to the Philippines.

Philippines at the beginning of Spanish colonization (1521), had a population of 750,000. It consisted largely of villages and hamlets, a population of 2000 would be considered large. The rest of Indonesia, particularly Eastern Indonesia, people are less motivated, less organized etc.One it has to do with population density. There is preference for low labor intensive crops like Cassava and Sago. In some parts of Eastern Indonesia, people traditionally worked for 3-4 weeks of the years harvesting and storing Sago. I talked to contractors in Eastern Indonesia, and he said he pays his workers daily. The reason is if he pays them monthly, workers will usually take their monthly pay check, spend it, and don't show up for work for 2 weeks. When the money runs out after the two weeks, they show up.
