A lot of these mail order services are actually confirmation biases. Even if 0.1% of women being down for this - this would still be like 75,000 women in a country like the Philippines. Do the same math for Vietnam and other places. So it seems like the supply of women willing to do this stuff exceeds the demand of men wanting to sugar baby a woman who lives in absolute poverty.

In practice when I lived in Philippines for nearly a year - the majority of foreign men I saw in public were usually without a woman. Nobody threw themselves at me either. There were some foreign Grandpas with women but I imagine they met through these marriage kind of sites.
