Ways to Do Anti-Powergaming as Warden?

Borging as an alternate perma sentence (if they're not griffins) can be fun. I know some people would rather be executed and respawn as a drone rather than sit in the brig forever.

A mining quota gives them something to do; working towards bail. Then letting them free with implants, as someone mentioned, could be their parole. You could assign a bored sec employee to be their "parole officer" and check up on them every once in a while for the rest of the shift. At first sign of trouble, you pop the chem implant.

If they have to sit in the brig, at least give them some kind of harmless supplies. Assign yourself or someone else as a "Corrections Officer" and task them with some "exercises." Kitchen ingredients are pretty mundane but you could say that it's part of their "rehabilitation" to learn how to cook, or garden, or whatever ridiculous activity you're willing to give them items for. You can even stand there annoyingly asking them a bunch of questions about what they're doing, then when they answer, ask: "And how does that make you feel?" Write a psych profile, let them read it, watch their reaction. "Creative writing:" give them newscaster access.

You could do something incredibly dumb on purpose, like leaving a door open for them to escape. This way they can choose to become a fugitive, and you simultaneously let them free but force them into hiding if you set them as wanted for arrest.
