The WH photographer is very, very bad

Everything about this article is bad, especially the website which has so many advertising windows coming and going that the article was almost impossible to read as it shifted up and down (desktop browser). However, speaking from experience, obviously the photo itself was staged. They're all perfectly arranged so that no one is blocking anyone else, with Trump positioned exact center and the spacing of his minions artfully and very precisely mirrored on either side of him; even the outer men are turned at about the same angle with their inner shoulders just touching the men behind them. And they're not watching video of the raid unfolding because they're all looking directly into the camera. Obviously this photo was all carefully set up. The photographer asked National Security Advisor O'Brien (on our left) to lean in slightly to get in the frame and then asked them all to look directly into the camera and look serious. This wouldn't normally be a bad thing, if perhaps someone wanted a formal group portrait of the men in the command structure for historical purposes. I suspect however that Trump wanted a photo specifically to outdo and outclass the famous Obama Situation Room photo, which in comparison makes this one look a little cheesy.
