Well first off, the recordings will likely be inadmissible to the police as you under law you can only record conversations when you are one of the people intended recipients of the conversation. The police may not know this nuance.

Secondly, your landlord would be within his right to evict your neighbour given his activities and general disturbance to other tenants, i.e. you. It seems rather foolish that he hasn't done this already

Thirdly, I would invest in property cameras to keep an eye on your vehicles (with the landlord's consent).

Fourth, and lastly, you need to follow up with police and CAS if you can. Indicate that your neighbour seems to be escalating and ask them what *they* think you should be doing in incidents where it sounds like a domestic could be occurring.

Fifth and finally, just as a side note, many municipalities have noise by-laws. If you're disturbing your neighbour at 3am, he's well within his right to complain about that.
