What has caused Oreca to essentially become the sole manufacturer for LMP2’s, despite there being 4 approved chassis manufacturers?

I guess I have a second, smaller question to add to this. It seems like it would probably not be worth it to try to mess with BoP in P2’s to try to get more Ligier or Dallara participation. Assuming for the sake of an experiment that it would work, even though my actual assumption is it won’t, you could work somewhat off of the performance hits that have been given to P2’s to create a gap to the Hypercars. Maybe giving a lighter performance adjustment to Ligier and Dallara to try to make it workable. I guess that might work in theory but would I be right to assume Oreca teams, and by extension Oreca themselves, would get upset about this? Considering that a lot of elements of the series are spec, it seems like you’d get a complaint from the Oreca teams literally any time that a Ligier or Dallara was faster because you’re doing BoP in a spec series. Just to confirm, as a bit of a sports car newbie, doing BoP to get more outside entries wouldn’t work, right?
