What it feels like living in Seattle for over 150 years

calm down, it's like that everywhere you go.

Yeah sorry but no. I've been to 17 countries and 30 states and the freeze is very real. We seem to be one of the few places I've been to where the people are too damn cowardly to just say "yeah sorry John, I can't do that" instead we do the "Oh John, we should totally get coffees sometime! :)"

Also I've noticed that we are too shy to say hi to strangers. Down in the South if you go for a run everyone will say hi to you as you pass them and a few will even go so far as to try to start a conversation "Don't you think its a little too hot for a run?" Over here if I say hi to somebody they will give me a look like I just asked them to commit harakiri with me. Sometimes people will straight up ignore you when saying hello. I remember once I found a phone while I was running in Discovery park. I picked it up looked to my right and saw two women walking my way "excuse me ladies, does this phone belong to either of you?" not a word from either of them, instead they walked faster and didn't even look my way. I ended up turning it into the park center.

Just because you moved from a place you were established and cannot instantly get established in your new location does not mean the people are rude or unwilling to bring new people in, they just don't know you ...

I've found that in many different places neighbors are more than happy to get to know you. When I went to see my girlfriend's family in China the whole apartment block wanted to meet me. When my grandparents had neighbors move in across the street in Virginia they went out of their way to get them settled and the whole community threw a party for them.

You may say "there is no freeze" but I see it everyday. I'm not sure where you are from but there is a stark difference between how we interact with people and how other cultures act around people. There are quite a few who act similarly to us but just as many if not more that are very open and don't do the whole "oh lets get coffee sometime" bullshit.
