That was undoubtedly the long term plan after Harvest. They reduced the weightings because a lot of notables can be easily crafted with Harvest crafts. The issue with that is that a vast majority, I would say 95%+, are A) Not going to generate enough of the seed crafts to make them useful, B) Won't use the crafts on cluster jewels for a variety of reasons, primarily because it's extremely complex to parse out yourself, and that level of analytical engagement is the antithesis of why people play ARPGs.

It's just poorly thought out system and here's what will happen: They will see the retention numbers plummet like never before, they will overcompensate with massive buffs to the league mechanic, the 10 people left playing in a month will get to enjoy a really fleshed out crafting experience than a flashback, just like Synthesis.
