You are reading way too much into this. Nobody is saying it under oath, it was just a really good way to explain how easy it is to get addicted to it, and while I don't have any personal experience, I've watched friends get taken by it and the way they talked about it matched up perfectly with that story. "Heroin doesn't get you high, it makes you feel good. So good that everything else feels horrible" is the description of heroin I've always seen.
