Depends what you're going for.

If you just want to show off the architecture, remove the human.

If you want to build a story, the architecture begins to tell it and the character that fills the space expands on it.

Currently their pose Looks a little inappropriate given the context. For some ideas of different poses, maybe their leaning on the balcony looking out just thinking, maybe they're on the phone and angry or nervous.

Currently their attire seems super default. A suit might match the environment a little better. Maybe replace the man with a woman wearing a hounds tooth coat. Maybe she's smoking a cigarette.

In summary, make a story then tell it visually.
