Yes they have, the goal of SA is to keep Iraq unstable. During Saddam it was much more stable than now. Saddam turned his back towards the US and started the war on Kuwait. Now, with the Shia-led government it is much harder for the government to "make war with neighbours" since they have their chaotic scenes on a daily basis that is basically funded by wahhabism. Even though Iraq is allies of Iran. Iraq can't do harm towards SA. Secondly, if we assume there was a Sunni-led government then we can say with all ease that MOST of the Shias in Iraq will still follow Iran.

Also, imo someone had to be blamed for the terrorist action. They blamed SA and attacked Iraq & Afghanistan which is pretty stupid. The US did not invade Iraq only because of 9/11. It was also about the way oil was sold by the Iraqi government. The only thing I'm trying to say is: don't think the US is trying to give my country or others "freedom" or "democracy". The US has it's own interests in the Middle-East and I think it will do anything to achieve most of it's goals.
