I mean it would be nice but there are only a select few ships outside of the USN and VMF lines that could theoretically take advantage of EoP.

Without a full CL line EoP isn't really needed on a commander for that nation. Seeing how the only Nations who don't have an EoP commander have a cruiser line that shifts from CLs to CAs EoP isn't really a necessity. CAs are already capable of naturally penning up to 33mm of armour so they would be directly nerfed by EoP. This just leaves the CLs which are predominantly all low to mid tier ships.

The KMS CLs have a baked in 1/4 penitration on cruisers with guns over 150mm in caliber. This means they don't need EoP as they can naturally pen up to 37.5mm plating by as low as tier 3 with HE.

The RN only has Belfast as a CL with HE as a shell type and that already has enough going for it as well as a dedicated hard buff in the form of AL Belfast.

Suzuya is in much the same place as Belfast but is slightly worse due to MM spread, no radar and low RoF. No real sense adding in an EoP commander for the IJN just for Suzuya.

The MN line stops being CLs after tier 5. Out of those the lower tiered vessels don't really need EoP as their 155mm/152mm guns have enough HE penitration to naturally pen armour up to 25mm, which is sufficient for the MM spread of most of the ships. The La Galissoniere when up tiered can struggle in BB heavy lobbies but also has EB and torps to counteract this problem and it's not like it can't farm superstructures if it has to.
