It really depends on what you want to do, and what your political leanings are. Jamaica is more for plants and animals and sightseeing, while the DR is more about the beaches.

One other note

Jamaica’s 1864 Offenses Against the Person Act, which punishes the "abominable crime of buggery’ and acts of ‘gross indecency’ between males" with up to ten years in prison with hard labor. Murder is common for LGBT+ as well. It's not much better in Dominican Republic.

I personally won't get off the ship (or leave the port area) in either country. (Sorry to be a downer here, but people should know where they are visiting).
