Correlation does not equal causation. And respectfully, you are wrong. The legal system is not designed to control and oppress black people. There's not 1 single law that is currently in effect that specifically targets black people.

You say "Black people make up 13% of the general population but 38% of the prison population". Blacks also statistically commit a disportionate amount of crimes. And when you take into account the amount of crimes blacks (as a generality) commit, blacks are actually under incarcerated in comparison to the rest of the US population. Thats just statistics.
