A picture of low-key and continuous cyber warfare rather than catastrophic and discrete cyber attacks is presented.

The assessment of the terrorist threat has become specific and precisely worded: "Sunni violent extremists". Competition between various groups is noted. Home-grown violent extremists associated with ISIL are considered to be the primary threat.

The Iranian nuclear threat is assessed as a hypothetical threat rather than an imminent one. The concern is Iranian nuclear missiles, not Iranian-sponsored nuclear terrorism. That suggests the threat can be deterred. North Korean nuclear missiles are also seen as a potential threat. China is pursuing a more credible nuclear second strike capability. Russia is reviving intermediate-range nuclear missiles in violation of the INF Treaty. Syria remains in violation of the CWC due to its use of chlorine as a chemical weapon.

Russia and China are believed to have satellite jammers and are pursuing anti-satellite missiles.

Drug trafficking, corruption, crime, human trafficking, wildlife trafficking, and theft and trafficking of art and cultural artifacts are assessed as national security threats.

Low energy prices are seen as a boon for the global economy, although economic growth is seen as stagnant and inconsistent.

The assessment of global governance is very negative. Civil society (free press, non-governmental organizations) is under threat. Infectious diseases are a major concern: ebola, tuberculosis, MERS, influenza, HIV/AIDS, malaria, and cholera are specifically mentioned. Antimicrobial drug resistance is a concern. A pandemic resulting from a pathogen spreading from animals to humans could lead to "global economic losses, the unseating of governments, and disturbance of geopolitical alliances". Climate change threatens cities and coastlines, which are becoming overpopulated. Food and freshwater supplies are fragile in Africa, the Middle East, and South Asia and could be destabilizing. Political will to prevent mass atrocities is diminishing.
