1. Does T&E still hold up to other younger board games?

Yes. So very much yes. T&E has a very unique design that hasn't really been reimplemented in any other board game. Not only is it a confrontational Euro but the Knizia scoring system really makes you think when approaching decisions in the game. For me T&E is a masterpiece that should belong in everyone's collection.

Having said that, T&E is very much a you got peas in my gravy scenario. Some people like to keep their Euros and confrontation separate.

As for the new version vs the old version, it's the exact same game just different art and plastic vs wooden pieces. There are some other minor differences across all versions but those are the major two.

2. Alchemists and its App

Don't fear the App. It's fully functional without the internet and can be downloaded from various OSs. It also eliminates the need for one person to sit down and act as the app. Yes the game works without the app but just like One Night Ultimate Werewolf using the App is so smooth you'll wonder why it was an issue in the first place.

Which should you get? I own both as they are very different.

If you like hybrid euros with confrontation built in T&E is right for you. The game rewards timely placement of tiles to completely destroy your opponents plans.

Also the game feels like a timeless classic unearthed from ancient times.

If you like worker placement and deduction games Alchemists is right for you. I emphasize and because both elements are crucial to your enjoyment of the game.

Alchemists is not the strongest worker placement game if worker placement is what you are after. Alchemists is also not fully a deduction game since you shouldn't strive to fully solve the puzzle to do well in the game. It's hard to explain but it's the mix of both elements that makes this game great.

Ultimately you can't go wrong with either.
