If someone wants to make you a priority in their life, they will. The crap she's putting you through is not worth it. She doesn't want to be in a relationship with you ever, I strongly suspect she just uses you when she's feeling lonely and lacking anyone else to fool around with.

At this point I don't even know what else to do, i know i need to block her and never talk to her again, but in reality I don't want to, I've loved this girl for the past few years and I subconsciously pine that she will come back to me as she promised

Well there's your problem. You know what to do, you just don't want to do it. There are easy paths and hard paths in life. But sometimes the easy path causes you more pain in the long run, like trying to wait around for this girl. The nice thing about humans is we can also rationalize that taking the harder path without instant gratification may be the better choice for us when it has delayed gratification. So you have to pick which path you want. You are the agent of your own fate.
