AITA for "using resources meant Native Americans"?

Considering the continuing way that Native Americans are treated in this country, both by government and media, including dramatically at the beginning of the covid pandemic where body bags were delivered to a Native health center, instead of PPE, I am not willing to call a Native American racist. She may have absolutely been an AH, but when resources are so slim and margins so tight, I can understand why she would be upset at this situation.

Yes, she should've handled it by talking to the front desk person instead of railing on some kid who simply wanted to swim. Yes, she was an AH. But racist is not the word to describe her.
