I don't think so. You can be fiscally conservative about things other than poor people.

Like hey I don't want to build a giant wall. I don't want the federal government to do much of anything with money. I think states should take care of themselves. Pass their laws, collect their taxes. The federal government should handle foreign relations, various laws that affect all states (like shipping) and uphold the constitution in states that try to undermine it.

If you don't like the rules of your state, find one you do like and move there. If you can't afford it, well not everyone can be happy all the time.

But when I say I'm a fiscal conservative, I mean it literally. I want less wasteful spending in all levels of government.

And when I say I'm socially liberal, I mean it literally. I want our homeless, our addicts, our sick, our poor, our hungry people taken care of. But I want it on a state level, a county level, a city level. Where the problems don't seem bigger than life, and the money can be followed easily.
