It usually means either "there wasn't such a feature before even it really should have been there, so we'll now add Y and see how it works but hey, everything is better than nothing!", or "there once was some feature like that but it never really worked so we've just left it where it was all the time but hey, even if it was utterly broken by day one, it still looked nice in our vcs, rofl."

Note, it's always a good idea to explicitly state that some absolutely mandatory part of your product, like security, didn't received any improvements for a longer period of time even if there was clearly room for some improvements.
