Look at the actual data... the industry is profit driven and this means that it is very focused on developing new treatments and procedures to sell.

Whether everybody can get them is another story of course.

China just doesn't care about its citizens at all.

China doesn't care so much about individuals, but then again, what government does? China has to deal with many problems and they tend to be very centralized. And they have very uneven development in some areas. Wiping out cervical cancer by aggressive screening and treatment might not be the best use of resources at this time.
