Okay, but the starting bonus for Japan would be 3 thermal vents, but the other bonus says "starts with 2 SHIVs". Do you get two SHIVS when you launch a sat over Japan, because that would be a powerfull Sat to deploy.

You can't have both. If you start in a country, you get its starting bonus, but then you cannot get its country bonus. They are mutually exclusive. Also, I believe some countries will get multiple starting bonuses, and you have to choose one of them.
