This build is not for gaming, but it will handle the 'light' use:

1) i3 will hold up for the future
2) 8GB of RAM will be plenty, could even drop to 4GB if you want to save
3) Good reviewed motherboard, has plenty of features and future upgradability.
4) Popular case choice
5) Good PSU
6) Graphics card which will handle light gaming (Minecraft, etc.) and photoshop well (so it will run light programs easily)
7) The HDD. This may be the part which is iffy. 1TB is alot of space, so I recommend you fill up this then buy another if you need it. Why spend $300 on 6TB of storage to only use 500GB?
EDIT: Didn't see the OS and keyboard/mouse. This is as low of a build as I would go, so maybe go used?

This has a lower end CPU, a lower end mobo, but everything else is the same. Some cheap keyboard and mouse which should be just fine.
