I think they knew about it and it's been happening for years and it just wasn't worth taking them all down. Too expensive and they need to focus on proper actual threats rather than just a device possibly taking photos.

All of a sudden you have a huge spy balloon go off course visibly and now everyone is aware of things from other countries in US skies.

Then Biden needs to look strong and make it look like US would not allow that, whereas the truth was they were allowing it, as were other countries with US Spy Balloons.

You've got to remember similarly FB knew about russian involvement in the trump win but didn't want to leak it because it would show they allowed it for way too long.

A lot of these things are open secrets that they just don't have the resources to handle. But at the same time need you to feel they do have the resources to handle.
