i'm not sure if you're saying vic should completely lose it's ability to try and control a pandemic because it attempted to do so, or vic should be controlled by the commonwealth? because you know how well all that commonwealth controlled aged care has worked out, that has required vic health to intervene and bring under control.

the states also didn't really have much of an option. it was forced upon them as the commonwealth refused to take responsibility for it, despite the fact that quarantine, bio security and border control are all responsibilities of the commonwealth. leaving the security of the nation in the hands of small states with limited resources to fight off a global pandemic seems quite odd.
