Does avoiding water and other liquids cause weight loss or weight gain?

You can't avoid drinking water. Every drink is mostly water. Even something like a Coca-Cola is around 90% water. (I hope I don't have to point this out, but I've seen people on this sub before who didn't realize this fact. How they think people who don't just drink pure water don't die is beyond me, but anyways.)

If you're asking if drinking something like Coke is more fattening than drinking pure water, then of course. It's full of sugar. If you're drinking something like unsweetened cold green tea instead of pure water, then no. It has nothing in it that would contribute whatsoever to weight gain. It all depends on what the alternative drink is.
