Why don’t Seattle renters know their rights?

yeah, deposits are the biggest racket. And this fucking city doesn't care either. I had a major issue months ago where I had to move because my unit was no longer hospitable. my slumlord kept all of the security deposit. Neighborhood Free legal clinics told me that was against the law, but you bring that up to the city and they say 'you have to take them to court' well hell, that's fine I can prepare, but then it turns out the city doesn't even have an address on file for me to deliver papers to! Totally out of last months rent + prorate + deposit = over 3,000 and because the slumlord apparently doesn't have an address (yeah right they live in this city, but no one in the city has their address....) so I can't serve. Makes me angry. And of course, I know 100% that I won't get any of my security deposit back from my new place as well. why should tenants even upkeep if this is how we are treated? Why the fuck should I even clean up or do minor repairs at all?
