Culpable for what? You think it's the Mayor or the City's fault that people died despite knowing a storm was coming? That doesn't make any sense lol.

People's homes were getting broken into, not just businesses. Of course they had to crack down on people looting. I'm sure you'd think differently if it was your home, your business, or even belonged to someone you knew. So many businesses where I live got taken completely for everything they had. It looks like a war zone in some places.

There is only so much anyone can do in that kind of storm. Doesn't matter if you're the city, people need to accept that there is never going to be a right way to handle a situation like that until after the fact - and even then, nobody will be happy. No amount of tax money and votes will keep nature from doing what it does lol. And no matter what anyone does, yall are still gonna find a reason to cry behind your keyboard while other people do something to take care of the aftermath.
