Here's another version with some tweaks to your stuff.
"Shield tank" on an Eagle doesn't work. Period. You don't have enough utility slots to make it work, because you're going to get chewed up and spat out by gimballed hitscan weapons like pulse lasers. You need chaff on that utility. Luckily that means you don't have to waste time grinding stuff for guardian modules that you don't need.
This build is also not super viable, but might be fun to play around with and it's still a cheap rebuy when you die. My only real advice other than that is to stay evasive and try to hide behind bigger targets or in their blind spots. Incendiary rounds will make short work of NPCs if you have good time on target, but in an eagle you're not going to be any more than a nuisance to other players with more strategic builds.
