I think you have to bring more context to this and explain what capitalism is, what the state is and why an alternative to capitalism is needed.
Capital is something you own that gets you money without doing work. People can use capital to buy more capital, creating a runaway chain reaction where wealthy people only get wealthier until the problems inherent in inequality reach a tipping point of economic or ecological disaster.
The State are the parts of government that are responsible for suppressing one class through violence, in order to protect another. In a capitalist state, police and military protect and serve the wealthy class. In a socialist state, police and military serve the working class.
As long as capitalists run the state, homelessness, unemployment and poverty will be upheld, as cornerstones of the system. A capitalist state, depending on its wealth and power, will either perpetrate imperialism on less powerful nations, or be complicit in imperialism from more powerful nations. Imperialism is basically the expansion of a monopoly beyond a country's borders, to exploit cheap labor and steal natural resources internationally. Socialism is the transition that leads to Communism. According to the ML line, a revolution is needed, as reform will either leave capitalists in power, or within easy reach of regaining power. A socialist state is needed after the revolution, to prevent the capitalist class from regaining power.
