ELI5: Why are alien planets in science fiction often ruled by a single civilization?

Simplicity is often the best answer, as it makes it far easier to boil down the entire planet to a few lines that can quickly allow the actual plot or narrative to continue without much effort.

Alternatively, look at War & Peace as an example for why you should avoid digging into every detail politically... because nobody wants to spend time on details that don't matter to the major story arc in a fantasy story being told.

I believe Dune might be another example of giving lots of extra political information that doesn't exactly move the book forward in a significant way.

Both books are an example of how just one planet can be too much information... if you really get political on it. Keeping it light allows for more interesting settings and planets without the burden of such internal problems.

Star Ways shows a few planets problems, but often keeps it either related singularly towards the empire or brief enough to not steal the over arching theme of the universe. This might be a reasonable approach to keep planets meaningful without making them too heavy too properly digest and keep track of as the story keeps going.
