For a private company (add about 20 caveats here for political and tax reasons) it would be impossible for this to be corrupt (even then... again, look at it through the eyes of a conman)

You have to get an inkling into how creative they are willing to go. It will blow your mind. This is either just a simple underhanded way of using political weight to bilk the gov out of funds (taxing, asymmetric markets, gov finger on the scales... and it IS this, no matter what, NO MATTER WHAT) or it's - EVEN WORSE
