I've worked for a couple of the largest businesses in the world and that's pretty common. There's even a poor man's version. Want to pressure your employees into doing shit that's blatantly wrong? Pay your management well and have corporate retreats. Why? Because you can put all sorts of completely reasonable performance demands and ethics on paper then get employees to sign those. Then you drag the managers off and give them a completely different set of demands and ethics verbally. Then what happens when things go wrong and you get in shit? You hand investigators completely reasonable stuff you made the employees sign! See, it's the evil employees!
