Let me put it like this.

Even if Masterworks weapons were planned before we ever made a single complaint, they still could've presented it in a way that shows a more active timeline than they did. For instance, instead of "we're listening," it could've been "we're doing blank in response to the lack of rolls," followed by "we have created a new system for rolls. Stay tuned for more details" and so forth.

Instead, Bungie likes to go "we're listening" and then implementation. The problem is not only that they're basically going full steam with an idea that we might not even like, see percentage based infusion, and expecting people to constantly have faith in a company that is okay with just sweeping things under the rug, something we saw with Queen's Wrath.

No matter how hard development is and as much work goes into it, that really isn't a valid reason to ever update us on anything.
