Just checked under there. $7.96 (order amount) .49 (fees) Net $7.47

I'm confused as to where that .49 is coming into play. Under Etsy > Your Bill > .25 (shipping transaction) .15( transaction) .20 (auto renew sold) for a total of .60 cents

So am I being billed .60 cents in fees for that transaction + having .49 cents come out of the transaction itself??

Where is this .49 cents coming from? I'm already being charged a .15 transaction fee according to my Etsy bill.
