Are you just talking about White European Americans? Even then there's a lot. Besides that there's Hispanic/Latino Americans, Filipino Americans, Chinese Americans, Korean Americans, African Americans whose familys' still have ingrained roots from their mother countries, and etc. Unless they're regularly traveling to other countries, a European's proficiency of a second language is probably no better than the Spanish you took in Middle School or High School. For example, not every Brit can speak French. Not every Spanish can speak Portuguese or even Catalonian or Galician for that matter. You also can't really compare Europe to the US standard of education because most of those countries have varyingly different educational systems. Now Asia, specifically India would be a very different story. Most there would probably even speak a third language
