I believe allied Austro-Hungarian troops secured southern Ukraine and reached coast of Black sea in 1918 after Brest-Litovsk, German armies advanced in northern part, Belarus and Baltic coast and there was nothing to stop them if they wanted to continue, its just that they wanted quick peace to allow German to switch troops west and Austrians toward Italian front.
