Well. I guess technically yes. But how would anyone in your town know it exists. There are 10 of thousands of subreddits with no base whatsoever. A better way to do this would be like Meetup.com because they specialize in meeting up. You would definitely get people's attention with that.
This is how Reddit works. You find topics your interested in. Like r/starwars or r/memes. And you submit subject relating to those topics. Most people in Reddit try to stay anonymous and don't reveal their identity. I'd say the best way to get into Reddit would be just subscribe to subreddits you're interested in and just comment for the first month. Sit back and see how things work.
