How New York Ended Up With 1.2 Million Open Arrest Warrants

I dont know the numbers in other places but it's probably a very similar percentage. A family member who is now a cop reports that most people arrested are done so for "failure to appear" warrants. The little secret behind many police stops and even quick detainments by police where they ask for an ID is only done because the cop wants to run the ID number to determine whether or not the individual has a failure to appear warrant. In addition, this little failure to appear warrant causes problems when someone goes to buy a rifle and fails a background check, which is exactly what happened to me. It's pretty damn embarrassing.

What people don't understand is the judges who run courts keep things very technical and have little oversight. Which means the common every day citizen can't come in and change the system. The problem exists, but I'm convinced it's probably the last thing that would ever change in our political system. Judges just don't care. The court clerks do a terrible not at notifying people of court date changes, which happen often. Most people don't even know how to dispute a traffic ticket, even when they want to. Many tickets are given to travelers or out-of-towners who would have to travel long distances to even dispute something in court. Of course, you don't just show up to court once, which means you'll need to arrive at the local court whenever they decide it's convenient for the court, not yourself. And who has that kind of flexibility.

Combine all of that with the fact arguing with a cop is a waste of time. We all know a cop won't change their minds over an issued citation. They're given a simple job when it comes to most citations. They'll always tell you "dispute it in court. That's the right place to dispute things." (Where they get paid to appear, as part of their job, when you do dispute the citation). Of course, everyone knows it's complicated and inconvenient to dispute most citations so unless you pay the citation you're left in a state of limbo between "I can't morally confess to this citation and pay the fine and should dispute it" and "I don't have the means or know-how to fight this ticket."
