How to be unhoused in Portland without being seen as a burden?

This has been studied academically and I think we might have a disagreement about the average characteristics of the homeless population in major American cities. Most of these people aren’t those that simply lost a job and need a free apartment to stabilize their lives (though many are). The majority of them are either severely mentally ill or drug addicted and need forced treatment. Another sizable percentage are actually antisocial criminals that just like to sell drugs, steal, and rape because it’s easier than living an honest life. It’s an uncomfortable yet verifiable fact. Just giving most of them a house without strict mandatory treatment conditions and observation would just mean they’re the same person but now with a free house.
