If Abbot's claim is correct, and Texas actually can "eliminate all rapists," why haven't they done so already?

My definition of rapist never changes. A rapist is a person who has committed rape, full stop.

He said he would eliminate all rapists. Not some rapists or a few rapists or just those rapists over there, all rapists. Since rapists will both appear unpredictably and exist unknown, it is impossible to eliminate all rapists.

Sure, it is theoretically possible to eliminate all known rapists but that is not all rapists (which is what he said) and even that is a stupid claim to make.

And all of this is ignoring that we're talking about theoretically apprehending people who have already committed a rape and may have impregnated someone who cannot get an abortion. This the entire conversation was completely pointless before we even started it because arresting rapists does exactly nothing at all to address the actual issue at hand, which is abortion.

Not rapists.
